A culvert has been strengthened by adding steel beams to the track? I can think of no other explanation for this strange construction

Windmill with broken wing

For a short distance there are wooden sleepers in stead of concrete. The grass seems to like it.

Weird to see a freshly painted railing amongst all the rust and abandonment. It's not the only repaired railing I have seen either.
